Graves and Larsen Statement on Next Steps for the ALERT Act

Transportation and Infrastructure Committee Chairman Sam Graves (R-MO), Transportation and Infrastructure Committee Ranking Member Rick Larsen (D-WA), released the following joint statement after today’s vote in the House of Representatives on S. 2503, the ROTOR Act:

“We remain committed to working with the victims’ families and the aviation community as we move the ALERT Act forward, comprehensively address all 50 NTSB recommendations in response to the tragic midair collision at DCA, and expeditiously consider the bill in our committee. From the beginning, we have stressed the importance of getting this right, and we are confident that we will achieve that goal.”

Background information:

The Airspace Location and Enhanced Risk Transparency (ALERT) Act of 2026 (H.R. 7613) is the comprehensive legislative response to the various aviation safety issues raised by the tragic 2025 midair collision between American Airlines Flight 5342 and a UH-60 Army Black Hawk helicopter at Ronald Reagan Washington National Airport (DCA). 

The ALERT Act was introduced in the House last week by the bipartisan leaders of the House Transportation and Infrastructure Committee and the House Armed Services Committee.

The ALERT Act seeks to address all 50 safety recommendations issued by the National Transportation Safety Board (NTSB), which concluded its thorough investigation and issued its final report on February 17, 2026.
