Graves Statement on ROTOR Act Vote and Commitment to Mark Up the Comprehensive ALERT ActTransportation and Infrastructure Committee Chairman Sam Graves (R-MO) statement prior to today’s vote in the House of Representatives on S. 2503, the ROTOR Act: “If the ROTOR Act is not approved by the House today, I commit to the supporters of that legislation, to the accident victims’ families, and to the aviation community, that the Transportation and Infrastructure Committee will mark up the ALERT Act as soon as next week and work with our colleagues in the Senate to get this right. Safety will always be my number one priority, which is why it is vital that we address the NTSB’s recommendations in a timely manner.” Background information: The Airspace Location and Enhanced Risk Transparency (ALERT) Act of 2026 is the comprehensive legislative response to the various aviation safety issues raised by the tragic 2025 midair collision between American Airlines Flight 5342 and a UH-60 Army Black Hawk helicopter at Ronald Reagan Washington National Airport (DCA). The ALERT Act was introduced in the House last week by the bipartisan leaders of the House Transportation and Infrastructure Committee and the House Armed Services Committee. The ALERT Act addresses all 50 safety related recommendations issued by the National Transportation Safety Board (NTSB), which concluded its thorough investigation and issued its final report on February 17, 2026. |
