Transportation and Infrastructure Committee Chairman Sam Graves (R-MO) today announced the appointment of Andrew Giacini as Staff Director of the Subcommittee on Aviation.

“I’m excited to welcome Andrew back to the Transportation and Infrastructure Committee,” said Chairman Graves. “Over the years, Andrew has developed a broad range of expertise that has perfectly prepared him to lead our Aviation Subcommittee staff as we continue our work to negotiate and pass a final aviation safety bill, support the Administration’s efforts to modernize the air traffic control system, and oversee the ongoing implementation of the FAA Reauthorization Act of 2024.”

Andrew rejoins the Transportation and Infrastructure Committee staff after serving since April 2025 as a professional staff member for the Transportation, Housing, and Urban Development Subcommittee of the House Appropriations Committee. In his role at the Appropriations Committee, Andrew oversaw the budgets of the Federal Aviation Administration (FAA), the National Transportation Safety Board (NTSB), and other federal departments and agencies.

Prior to his work at the Appropriations Committee, Andrew served as Special Assistant to NTSB Board Member Todd Inman, launching on several high-profile accident investigations across the country, including the tragic midair collision at Ronald Reagan Washington National Airport on January 29, 2025.

Before working at the NTSB, Andrew served as a professional staff member of T&I’s Aviation Subcommittee, from January 2023 to June 2024, where he played a key role in helping draft and negotiate the FAA Reauthorization Act of 2024.

Andrew has also previously served on the executive board of the FAA as the Acting Assistant Administrator for Government and Industry Affairs, and has worked in the aviation industry, including a focus on the safe integration of powered-lift and unmanned aircraft into the national airspace system.

Giacini joins the Aviation Subcommittee staff team of Senior Professional Staff Member Joseph Schmoll, Professional Staff Member Will Moore, and Legislative Assistant Archie Miller.
