Committee Approves Bills to Support American Job Growth, Save Taxpayers Money, Prevent Water Pollution, and More

Washington, D.C. – Today, the Transportation and Infrastructure Committee approved legislation to promote domestic investment and strengthen U.S. manufacturing by encouraging the reshoring of jobs to America, reduce costs to the taxpayer by identifying alternative financing solutions for public buildings, honor the nation’s police officers who fell in the line of duty, and prevent water pollution.

“Today, the Committee approved bipartisan legislation introduced by Congressman Hurd that will help bring manufacturing jobs back to the United States through the reshoring of jobs and a bipartisan resolution introduced by Congressman Perry that honors law enforcement officers who died in the line of duty in 2025,” said Transportation and Infrastructure Committee Chairman Sam Graves (R-MO). “We also passed a bill from Congressman Burlison that addresses a key challenge in our efforts to right-size our federal real estate portfolio by encouraging the General Services Administration to identify alternative funding solutions. I want to thank Congressmen Hurd, Burlison, and Perry for their legislative contributions to today’s successful committee markup.”

“Today’s successful markup featured bills that protect communities from water pollution, re-shore good-paying American jobs, and help make federal building renovation and construction more affordable,” said Transportation and Infrastructure Committee Ranking Member Rick Larsen (D-WA). “Thanks again to my T&I Committee colleagues for continuing our bipartisan work, and to Rep. Hillary Scholten, in particular, for the Local Water Protection Act and her steadfast efforts to improve water quality across the country.”

The Committee approved the following measures today by voice vote:

ANS to H.R. 7342, Made in America Jobs Act of 2026 – This bill encourages the reshoring of jobs to America by clarifying grant eligibility for the Economic Development Administration (EDA) consistent with its mission to support economic development in distressed communities throughout the nation. Through EDA, this bill prioritizes locating returning jobs in communities most in need of economic development, helping to bring jobs home with the greatest impact. H.R. 7342 was introduced by Rep. Jeff Hurd (R-CO) with Rep. Shomari Figures (D-AL) as an original cosponsor.

ANS to H.R. 7388, Smart Space Act of 2026 – This bill directs the General Services Administration (GSA) to

convene consultation meetings with real estate experts to identify alternative financing solutions for the construction or renovation of public buildings, or for necessary work to prepare such buildings for disposal that will reduce federal real estate costs. H.R. 7388 builds on the public building reforms signed into law as part of the Thomas R. Carper Water Resources Development Act of 2024. This legislation was introduced by Rep. Eric Burlison (R-MO).

H.R. 7376, Local Water Protection Act – H.R. 7376 reauthorizes the nonpoint source management grants program, administered by the Environmental Protection Agency (EPA), to help prevent water pollution from diffuse sources. H.R. 7376 reauthorizes this grant program at current levels through 2031. This bipartisan legislation was introduced by Rep. Hillary Scholten (D-MI) with Rep. Brian Mast (R-FL) as an original cosponsor.

H. Con. Res. 73, Authorizing the use of the Capitol Grounds for the National Peace Officers’ Memorial Service and the National Honor Guard and Pipe Band Exhibition – H. Con. Res. 73 honors law enforcement officers who died in the line of duty in 2025 by permitting the National Fraternal Order of Police and its auxiliary to host the 45th Annual National Peace Officers Memorial Service on the Capitol Grounds on May 15, 2026. This legislation was introduced by Rep. Scott Perry (R-PA) with Rep. Greg Stanton (D-AZ) as an original cosponsor.
