Subcommittee to Hold Hearing on the California Air Resources Board’s (CARB) In-Use Locomotive RegulationWashington, D.C. – Railroads, Pipelines, and Hazardous Materials Subcommittee Chairman Troy E. Nehls (R-TX) announced that the Subcommittee will hold a hearing to discuss the California Air Resource Board’s (CARB) proposal to establish new emissions standards, procedures, financial assessments, and reporting requirements on railroad operations through its proposed In-Use Locomotive Regulation, and the proposal’s negative impacts on freight transportation and interstate commerce. The Committee will also examine how California’s proposed regulation conflicts with other existing federal statutes preempting state regulation of rail transportation. The hearing will be held at 2:00 p.m. ET on Tuesday, July 9, 2024, in 2167 Rayburn House Office Building. Witness List:
