Republicans on the Transportation and Infrastructure Committee are committed to unleashing America’s potential to build and develop through Clean Water Act permitting reforms.
H.R. 3898, the Promoting Efficient Review for Modern Infrastructure Today (PERMIT) Act, is led by Water Resources and Environment Subcommittee Chairman Mike Collins (R-GA) and Committee Chairman Sam Graves (R-MO) and incorporates many separate proposals previously introduced by Chairman Collins and other T&I Committee members. The provisions included in this combined legislation provide targeted, common-sense reforms that will strengthen the permitting process for permit seekers and holders, while providing clearer instruction and standards for permitting agencies. This bill would have an immediate impact on energy producers, the agriculture industry, home and road builders, water utilities, and everyday Americans regulated under the CWA.
The PERMIT Act was approved by the Committee during a markup on June 25, 2025.
