T&I Approves Bipartisan Bill to Reauthorize Federal Pipeline Safety ProgramsWashington, D.C. – The Transportation and Infrastructure Committee today approved legislation to reauthorize the Pipeline and Hazardous Materials Safety Administration’s (PHMSA’s) pipeline safety programs for the next four years. The Promoting Innovation in Pipeline Efficiency and Safety (PIPES) Act of 2025 (H.R. 5301) will provide an efficient, effective framework to advance the safety of U.S. energy infrastructure. The bill improves and reemphasizes PHMSA’s safety mission, fosters collaboration and transparency at the agency, and advances traditional and emerging fuels and technology. The PIPES Act of 2025 was introduced by Transportation and Infrastructure Committee Chairman Sam Graves (R-MO); Transportation and Infrastructure Committee Ranking Member Rick Larsen (D-WA); Railroads, Pipelines, and Hazardous Materials Subcommittee Chairman Daniel Webster (R-FL); and Railroads, Pipelines, and Hazardous Materials Subcommittee Ranking Member Dina Titus (D-NV). “The United States is blessed with abundant energy resources, and pipelines remain the safest and most economically efficient means of delivering resources such as oil and natural gas. The PIPES Act strikes the right balance between innovation, safety, and ensuring our nation remains a global leader in the production and exportation of energy. I want to thank Chairman Webster and Ranking Members Larsen and Titus for their cooperation in moving this important bill,” said Chairman Graves. “I would also like to commend Congressman Dusty Johnson for his leadership on the bipartisan FMC Reauthorization Act and his efforts to protect American shippers and carriers from unfair, anti-competitive practices of other nations, such as China.” “The tragic 1999 Olympic pipeline explosion in my district has motivated me to improve pipeline safety throughout my entire time in Congress,” said Ranking Member Larsen. “Thank you to my T&I colleagues for passing the bipartisan PIPES Act, which helps improve safety for millions of miles of existing pipelines and dedicates funding to replace aging pipes. I am also glad this Committee could continue its bipartisan lawmaking by advancing legislation to reauthorize the Federal Maritime Commission and National Estuary Program. The Committee also approved H.R. 4183, the Federal Maritime Commission Reauthorization Act of 2025, a bipartisan bill introduced by Rep. Dusty Johnson (R-SD) that protects American shippers and carriers from unfair practices of foreign-flagged ocean carriers by authorizing appropriations for the Federal Maritime Commission (FMC) for fiscal years 2026 through 2029. In addition, the Committee approved H.R. 3962, the Enhancing Science, Treatment, and Upkeep of America’s Resilient and Important Estuarine Systems (ESTUARIES) Act, a bipartisan bill introduced by Rep.
