Washington, D.C. – Today, the Transportation and Infrastructure Committee approved legislation to support the Coast Guard’s cybersecurity mission, increase oversight of federal real estate, and strengthen aviation safety, innovation, and infrastructure.

“Today, the Committee approved legislation that will strengthen maritime cybersecurity, increase accountability and efficiency in the federal real estate portfolio, increase the safety of the aviation system, ensure greater access to the aviation system for our rural communities, provide greater certainty in the certification process for new and novel aviation technologies, and more,” said Transportation and Infrastructure Committee Chairman Sam Graves (R-MO). “I appreciate the work of our committee, including Representatives Perry, Nehls, McDowell, Begich, King-Hinds, and Gallagher for their leadership on these issues.”

“Today, we once again continued the T&I Committee’s streak of bipartisan lawmaking to improve aviation safety, provide resources to religious communities and non-profits to increase safety and security, make disaster recovery more accessible to survivors, and more,” said Ranking Member Rick Larsen (D-WA). “Thank you to Chairman Graves for his continued leadership and dedication to bipartisanship. The Committee approved the following measures today by voice vote:

Amendment in the Nature of a Substitute (ANS) to H.R. 10304, the Drone Safety Statement Modernization Act of 2026 – H.R. 10304 improves drone safety by directing the Federal Aviation Administration (FAA) to develop and maintain a safety statement outlining laws, airspace restrictions, and other requirements applicable to small unmanned aircraft system operations (sUAS). It requires manufacturers to provide the statement upon initial activation of a new sUAS and operators to acknowledge reviewing and understanding the information before first use. This legislation was introduced by Rep. James Gallagher (R-FL).

ANS to H.R. 6448, the Rural Airport Infrastructure Support Act of 2026 – This bill ensures consistency in Airport Improvement Program (AIP) cost share requirements for economically distressed communities. The bill reduces the local match for AIP projects from ten percent to five percent for economically distressed communities that were previously eligible for Essential Air Service (EAS) and have since lost EAS service. The bill does not change AIP funding levels or expand the EAS program. This legislation was introduced by Del. Kimberlyn King-Hinds (R-MP).

ANS to H.R. 9530, the Quiet Skies Act – This bill requires that the Department of Transportation (DOT) issue a final rule prohibiting passengers on commercial flights from making calls on cell phones or other electronic devices during scheduled passenger flights. This legislation was introduced by Rep. Hillary Scholten (D-MI).

ANS to H.R. 2592, the Aviation Medication Transparency Act of 2026 – This bill requires the FAA to publicly list medications that pilots, flight instructors, flight attendants, and other aviation professionals can safely use, as well as medications they should not use while flying. It also requires the FAA to provide information on how long airmen may need to limit their duties while adjusting to certain medications. This legislation was introduced by Rep. Sean Casten (D-IL).

ANS to H.R. 8597, the Air Traffic Situational Awareness Enhancement Act – This bill improves safety by directing the FAA to acquire and install in Federal Contract Towers approved tools that provide air traffic controllers better situational awareness. It also provides reimbursement for contract towers that have already purchased such equipment. This legislation was introduced by Rep. Nicholas Begich (R-AK).

ANS to H.R. 7553, the Aviation Innovation and Global Competitiveness Act – This bill requires the FAA to establish clearer timelines and procedures for the aircraft type certification process for advanced air mobility aircraft (AAM). It is intended to make certification more predictable and efficient for new and emerging aviation technologies, including AAM. This legislation was introduced by Rep. Troy Nehls (R-TX).

ANS to H.R. 7625, the Marine Transportation System Cybersecurity Budget and Evaluation Report (MTS CYBER) Act of 2026 – This bill directs the Government Accountability Office (GAO) to assess whether the Coast Guard has the workforce, resources, and tools needed to carry out its maritime cybersecurity mission. It also examines the Service’s ability to enforce cybersecurity requirements, evaluate industry compliance, and provide guidance to maritime stakeholders. H.R. 7625 was introduced by Rep. Addison McDowell (R-NC).

ANS to H.R. 5645, the Pray Safe Act of 2025 – This bill establishes a Department of Homeland Security (DHS) clearinghouse to give nonprofit and faith-based organizations one centralized place to find safety and security resources, best practices, and recommendations. This legislation was introduced by Rep. Grace Meng (D-NY).

H.R. 8409, the Post-Disaster Protection Act – H.R. 8409 helps communities and disaster victims by giving applicants 90 days, instead of 60 days, to appeal a FEMA disaster assistance decision. This would match the 90-day period FEMA has to respond to an appeal. This legislation was introduced by Rep. Maxwell Frost (D-FL).

ANS to H.R. 10305, the Strengthening Oversight in Public Buildings Act of 2026 – This bill strengthens oversight and makes modifications to the public buildings reforms enacted in the Thomas R. Carper Water Resources Development Act of 2024, to ensure greater transparency of the federal real estate portfolio. These modifications include directing the Office of Management and Budget (OMB) and the General Services Administration (GSA) to provide access to space utilization data to the Government Accountability Office (GAO) and the Public Buildings Reform Board, and ensuring that agencies with independent leasing authority report data on office space leases to the congressional committees of jurisdiction. This legislation was introduced by Rep. Scott Perry (R-PA).

General Services Administration Capital Investment and Leasing Program Resolutions – The GSA Resolutions authorize leases and building improvements to maximize federal spaces and address safety and security needs. The package includes projects supporting veterans’ healthcare as well as repairs and alterations to federal buildings.
