House Advances Bipartisan Bills to Improve U.S. Aviation and Airport Infrastructure, Strengthen Federal Building Utilization and Safety, and Support American Jobs

Washington, DC – The House of Representatives today advanced a series of commonsense measures to strengthen U.S. aviation and airport infrastructure policies; improve the utilization, costs, and safety for buildings in the federal real estate portfolio; expand rural broadband access; protect waters across the country; support American jobs; and more.

“The House approved fourteen important bipartisan bills today that will strengthen our infrastructure in a number of ways, including commonsense improvements to our aviation system, expanding broadband access for rural Americans, lowering costs for federal buildings, protecting our water resources, and bringing jobs back to the United States,” said T&I Committee Chairman Sam Graves (R-MO). “I want to thank all the Members of the Transportation and Infrastructure Committee who led these bills for their leadership and hard work on these important issues.”

“Today’s slate of bills passed under suspension will support aviation safety and innovation, examine the increase in drone incursions during wildfire response, and help make federal building renovation and construction more affordable,” T&I Ranking Member Rick Larsen (D-WA) said. “I'm glad the T&I Committee's bipartisan work could reach the finish line with floor passage of these bills. Thanks to Ranking Members Greg Stanton and Dina Titus for their leadership.”

The House passed the following measures:

H.R. 3410, Supersonic Aviation Modernization Act – introduced by Rep. Troy Nehls (R-TX). This bill directs the Federal Aviation Administration to update regulations to allow civil aircraft to fly at supersonic speeds in U.S. airspace, provided the flights do not produce a sonic boom that reaches the ground. The bill aims to modernize outdated restrictions and support innovation and competitiveness in the U.S. aviation industry.

H.R. 6267, Aviation Supply Chain Safety and Security Digitization Act of 2025 – introduced by Rep. Brad Knott (R-NC). The bill directs the Comptroller General to study barriers to implementing digital documentation and verification across the aviation supply chain. The study aims to identify ways to modernize FAA processes, improve supply chain security, and reduce the risk of counterfeit or improperly documented aircraft parts entering the system.

H.R. 6427, Airport Regulatory Relief Act of 2025 – introduced by Rep. Nick Begich (R-AK). The bill allows nonprimary airports to use state highway construction standards for airfield pavement projects instead of federal aviation standards while preserving the requirement that the Secretary must determine that the use of such standards will not compromise safety. The bill aims to reduce regulatory burdens and lower construction costs while maintaining safety for airport infrastructure improvements.

H.R. 6460, Recreational Drone Empowerment Act – introduced by Rep. Tracey Mann (R-KS). The bill clarifies federal law governing limited recreational small unmanned aircraft systems (sUAS) operations by specifying where such aircraft can operate within certain classes of airspace. The bill aims to clarify and expand opportunities for recreational sUAS use while maintaining existing aviation safety requirements.

H.R. 2247, Airmen Certificate Accessibility Act – introduced by Rep. Tim Burchett (R-TN). This bill allows pilots and other airmen to present digital copies of required certificates on an electronic device or cloud platform instead of only physical copies when requested by authorized officials.

H.R 5663, ACPAC Modernization Act – introduced by Rep. Dina Titus (D-NV). The bill expands the membership on the existing Aviation Consumer Protection Advisory Committee to include a ticket representative. The bill aims to ensure the Department of Transportation receives broader industry and consumer input when developing recommendations to improve airline customer service.

H.R. 6618, Wildfire Aerial Response Safety Act – introduced by Rep. Janelle Bynum (D-OR). This bill directs the Federal Aviation Administration, in consultation with Federal partners, to study the effects of drone incursions on aerial wildfire suppression efforts. The study will examine the effects of such incursions on the length of time to achieve total suppression and the amounts expended by the Federal government as a result of such incursions.

H.R. 6422, American Water Stewardship Act – introduced by Rep. Pete Stauber (R-MN). The bill reauthorizes key Environmental Protection Agency (EPA) geographic programs under the Federal Water Pollution Control Act to support the protection, restoration, and management of critical U.S. water ecosystems. H.R. 6422 also incorporates contributions from several previously introduced bills, including the Great Lakes Restoration Initiative Act of 2025 (H.R. 284) and the BEACH Act (H.R. 583), both introduced by Rep. Dave Joyce (R-OH); the ESTUARIES Act (H.R. 3962), introduced by Rep. Shomari Figures (D-AL); H.R. 1382, introduced by Rep. Jared Huffman (D-CA), to reauthorize the San Francisco Bay restoration program; the Columbia River Clean-Up Act (H.R. 4675), introduced by Rep. Val Hoyle (D-OR); and the Long Island Sound Restoration and Stewardship Reauthorization Act of 2025 (H.R. 288), introduced by Rep. Nick LaLota (R-NY).

H.R. 2474, Expanding Appalachia’s Broadband Access Act – introduced by Rep. Dave Taylor (R-OH). This bill directs the Government Accountability Office to study the Appalachian Regional Commission’s ability to incorporate satellite technology into broadband projects and evaluate its capacity and cost-effectiveness for business and economic development.

H.R. 7388, Smart Space Act of 2026 – introduced by Rep. Eric Burlison (R-MO). This bill directs the General Services Administration to hold meetings with real estate experts to identify alternative financing solutions for public buildings projects that reduce costs to the federal government.

H. Con. Res. 73, Authorizing the use of the Capitol Grounds for the National Peace Officers’ Memorial Service and the National Honor Guard and Pipe Band Exhibition – introduced by Rep. Scott Perry (R-PA). This resolution authorizes the use of the Capitol Grounds for the annual National Peace Officers’ Memorial Service and the National Honor Guard and Pipe Band Exhibition honoring fallen law enforcement officers.

H.R. 7342, Made in America Jobs Act of 2026 – introduced by Rep. Jeff Hurd (R-CO). This bill amends the Public Works and Economic Development Act of 1965 to prioritize projects that help relocate manufacturing jobs and sources of employment from overseas back to the United States.

H.R. 6480, To direct the Administrator of General Services to submit a report to Congress on the state of the real estate portfolio of the Public Building Service, and for other purposes – introduced by Rep. Greg Stanton (D-AZ). This bill directs the Administrator of the General Services Administration to submit an annual report to Congress detailing the status, utilization, and management of the federal real estate portfolio managed by the Public Buildings Service.

H.R. 6481, Federal Building Threat Notification Act – introduced by Rep. Greg Stanton (D-AZ). This bill directs the General Services Administration and the Federal Protective Service to establish guidance for emergency communication protocols to quickly notify federal building occupants of threats.
