T&I Committee to Mark Up Legislation to Reauthorize the Pipeline and Hazardous Materials Safety Administration and More

Washington, D.C. – Transportation and Infrastructure Committee Chairman Sam Graves (R-MO) announced that the full Committee will hold a markup at 10:00 a.m. ET on Wednesday, September 17, 2025, in 2167 Rayburn House Office Building.  The Committee will consider legislation to reauthorize the Pipeline and Hazardous Materials Safety Administration’s (PHMSA’s) pipeline safety programs for the next four years. Last week, Committee leaders introduced the bipartisan bill which will provide an efficient framework to advance the safety of U.S. energy infrastructure. The Committee will also consider legislation to authorize appropriations for the Federal Maritime Commission (FMC), as well as a bill to reauthorize the National Estuary Program.

The Committee is scheduled to consider the following legislation:

  • Amendment in the Nature of a Substitute (ANS) to H.R.4183, Federal Maritime Commission Reauthorization Act of 2025
  • ANS to H.R. 3962, Enhancing Science, Treatment, and Upkeep of America’s Resilient and Important Estuarine Systems (ESTUARIES) Act
  • ANS to H.R. 5301, Promoting Innovation in Pipeline Efficiency and Safety (PIPES) Act of 2025
