Transportation and Infrastructure Committee to Mark Up Legislation to Dramatically Reform FEMA and to Reauthorize and Expand Counter-UAS Authorities

Transportation and Infrastructure Committee Chairman Sam Graves (R-MO) announced that the full Committee will hold a markup at 10:00 a.m. ET on Wednesday, September 3, 2025, in 2167 Rayburn House Office Building.  The Committee will consider legislation to provide the most robust legislative reform of the Federal Emergency Management Agency (FEMA) and federal disaster assistance programs in decades.  The Committee will also take up legislation to renew and reform current legal authorities that provide the Department of Homeland Security (DHS) and the Department of Justice (DOJ) with critical tools to mitigate credible threats posed by unmanned aircraft systems (UAS).

The Committee is scheduled to consider the following legislation:

  • The Fiscal Year 2026 Views and Estimates of the Committee on Transportation and Infrastructure
  • Amendment in the Nature of a Substitute (ANS) to H.R. 4669, Fixing Emergency Management for Americans Act of 2025 or FEMA Act of 2025
  • Amendment in the Nature of a Substitute (ANS) to H.R. ____, Counter-UAS Authority Security, Safety, and Reauthorization Act
