Committee Approves Authorization and Oversight Plan and Other Legislation

Today, the Transportation and Infrastructure Committee approved its authorization and oversight plan for the 119th Congress, in addition to measures that improve states’ and communities’ ability to prepare for and recover from disasters, ensure the safe transportation of foreign-made compressed gas cylinders, improve the San Francisco Bay restoration program, and honor the nation’s law enforcement officers who lost their lives in the line of duty last year.

“I appreciate the work of all our Committee Members in approving today’s legislation and our committee’s authorization and oversight plan,” said T&I Committee Chairman Sam Graves (R-MO).  “In particular I want to commend Chairman Perry for his measure to honor America’s fallen law enforcement officers, Congressman Balderson for his bill to guarantee that compressed gas cylinders manufactured in foreign countries, including China, meet Department of Transportation safety standards, and Congressman Edwards for his bill to ensure states have the needed flexibility in building codes to address hazards that are specific to their individual circumstances.  I also want to thank Ranking Member Larsen for working with us to develop an authorization and oversight plan that will ensure T&I continues to be a workhorse committee this Congress.”

“Today the T&I Committee passed legislation to give states and local governments more flexibility when using FEMA assistance to prepare for and respond to natural disasters thanks to the good work of Representative Joe Neguse, to help restore the San Francisco Bay thanks to the leadership of Representative Jared Huffman, and to make it easier for individuals to retrofit their homes to make them more disaster resilient thanks to the bipartisan work of Representatives Edwards and Titus. These and other bipartisan bills will now go to the full House for consideration,” said T&I Committee Ranking Member Rick Larsen (D-WA).

The Committee approved the following items:

The Transportation and Infrastructure Committee’s Authorization and Oversight Plan for the 119th Congress – Under House rules, committees are required to adopt an authorization and oversight plan for the Congress.  This bipartisan authorization and oversight plan lays out the T&I Committee’s agenda for the next two years.

H.R. 1182, Compressed Gas Cylinder Safety and Oversight Improvements Act – introduced by Rep. Troy Balderson (R-OH).  This bill directs the U.S. Secretary of Transportation to enact regulations to ensure foreign manufacturers of compressed gas cylinders meet U.S. Department of Transportation safety specifications and standards.

H. Con. Res. 9 – introduced by Economic Development, Public Buildings, and Emergency Management Subcommittee Chairman Scott Perry (R-PA).  This resolution authorizes the use of the U.S. Capitol Grounds for the National Peace Officers Memorial Service and the National Honor Guard and Pipe Band Exhibition to honor law enforcement officers who died in the line of duty in 2024.

Amendment in the Nature of a Substitute to H.R. 501, Promoting Resilient Buildings Act – introduced by Rep. Chuck Edwards (R-NC).  This bill cuts red tape by implementing changes to how the Federal Emergency Management Agency (FEMA) interprets building code definitions within its disaster mitigation programs, providing states more flexibility as they work to make communities more resilient to disasters.

H.R. 744, Disaster Management Costs Modernization Act – introduced by Rep. Joe Neguse (D-CO).  This bill requires FEMA to allow more flexibility for states on management costs associated with a disaster declaration, removing the disincentive for states to delay disaster closeouts and supporting better state management of personnel managing disasters.

H.R. 1382, to amend the Federal Water Pollution Control Act with respect to San Francisco Bay restoration, and for other purposes – introduced by Rep. Jared Huffman (D-CA).  This bill authorizes the San Francisco Bay geographic program to enter into interagency agreements and expands the types of funding it can offer to eligible non-federal entities, consistent with similar geographic programs.
