T&I PASSES THE BUILD AMERICA 250 ACT

Following a 14-hour legislative markup on May 21st and 22nd, T&I approved H.R. 8870, the BUILD America 250 Act (Building Unrivaled Infrastructure and Long-term Development for America’s 250th). The bipartisan, five-year surface transportation reauthorization bill – introduced by T&I Chairman Sam Graves (R-MO), along with Highways and Transit Subcommittee Chairman David Rouxer (R-NC); Railroads, Pipelines, and Hazardous Materials Subcommittee Chairman Daniel Webster (R-FL); and T&I Democrat leaders – invests in America’s roads, bridges, transit, rail transportation, and highway and motor carrier safety programs. Numerous transportation and infrastructure organizations have voiced support for H.R. 8870, highlighting the bill’s investments in surface transportation priorities.

The BUILD America 250 Act focuses on improving the safe and efficient movement of people, goods, and freight nationwide. The bill provides the largest ever investment in America’s bridges, strengthens core surface transportation infrastructure programs, supports passenger rail investments and reforms, enhances rail safety, streamlines project delivery, ensures that transportation projects and programs are more efficient, encourages innovation, provides the first ever autonomous commercial motor vehicle framework, and injects the Highway Trust Fund with its first new stream of revenue in over three decades.

INFRASTRUCTURE WEEK

Infrastructure Week 2026 took place nationwide from May 18–22, 2026, under the theme “Building a Stronger America,” bringing together industry leaders to highlight investing in America’s transportation networks and critical infrastructure systems. This year’s events placed a significant focus on the surface transportation reauthorization bill and the need for long-term infrastructure that will help shape our nation’s infrastructure for decades to come.

As part of the week’s events, United for Infrastructure held its signature Infrastructure Week event on May 19, featuring Members of Congress, transportation stakeholders, and industry leaders. For example, Highways and Transit Subcommittee Chairman Rouzer highlighted the importance of advancing the BUILD America 250 Act and discussed the legislation’s impact on America’s roads, bridges, transit systems, and railways.

MEMBERS SPOTLIGHT


Rep. David Rouzer

As Chairman of the Highways and Transit Subcommittee, Rep. Rouzer has played a leading role in advancing the BUILD America 250 Act. Throughout the reauthorization process, he has been a strong voice for improving infrastructure efficiency, reducing project delays, supporting innovation, and ensuring the safe movement of people and goods across the country. Rep. Rouzer is a 6th term Congressman and serves on the House Agriculture Committee and the House Space, Science, and Technology Committee.


Rep. Jefferson Shreve

During consideration of the BUILD America 250 Act, Rep. Jefferson Shreve (R-IN) secured inclusion of an amendment that aims at helping states use safer excavation methods that reduce the risk of damaging underground utilities during construction of transportation projects. Rep. Shreve, a first-term Congressman from Indiana, serves on both the T&I Committee and the House Foreign Affairs Committee.
