Purpose of the Hearing

The Subcommittee on Highways and Transit met on Tuesday, February 13, 2007 at 10:00 a.m. to receive testimony on innovative financing under public-private partnership (PPP) arrangements, how the public interest should be protected when PPP are used to provide innovative financing for infrastructure investment, and whether the model legislation developed by the Federal Highway Administration (FHWA) provides adequate safeguards for the public interest. The Subcommittee will hear from officials of the U.S. Department of Transportation, the Wisconsin Department of Transportation, and the Metropolitan Transit Authority of Harris County, Texas, as well as representatives of the legal, financial, and research/advocacy community who specialize in PPP and transportation project financing.
